Sector Strategy

Recovery, recycling and material reuse

Collection modernization, material recovery and organic treatment.

Waste & Circular Economy — sector overview

National Challenge

What currently constrains the sector

Collection coverage in growing urban areas has not kept pace with population. Uncollected waste blocks drainage, which compounds flood risk, and recoverable material leaves the economy entirely.

NBP Strategy

Waste & Circular Economy: the approach

Modernise collection first, because recovery infrastructure depends on reliable feedstock of consistent quality. Waste-to-energy is assessed for technical viability only where feedstock volume and composition support it — not adopted as a default.

Priority Programs

Program pillars across waste & circular economy

Each pillar is a programme area, not a committed project. Individual initiatives appear in the national pipeline with their own readiness and data-confidence levels.

Waste Collection Modernization

Fleet, routing and coverage extension across urban catchments.

Material Recovery

Sorting facilities producing consistent recovered material streams.

Recycling

Processing capacity for the streams with established offtake markets.

Organic Composting

Treatment of the organic fraction, typically the largest by mass.

Anaerobic Digestion

Energy and digestate recovery from suitable organic feedstock.

Landfill Gas

Capture at existing sites where gas volumes justify it.

Waste-to-Energy Feasibility

Assessment where feedstock composition and volume support combustion.

Construction Waste Recovery

Recovery of aggregate and materials from demolition and construction.

Industrial Symbiosis

One operation’s output becoming another’s input within an industrial zone.

Producer Responsibility

Systems placing end-of-life obligations with those who place goods on the market.

Coastal Gateway City Transformation Program

An integrated urban program template for Africa’s coastal gateway cities — the port metropolises that carry the bulk of a country’s trade — addressing mobility, drainage, waste, water, lighting and digital services as one coordinated system.
