Governance here is mostly about one thing: ensuring nothing is published or advanced without the evidence that justifies it.
NBP is not a government body. It holds no statutory authority, cannot approve projects, and cannot commit public funds. Where it works alongside public institutions, it does so under a coordination arrangement in which each authority retains its own mandate, systems and data.

Readiness gate review
A project advances only when the evidence for the next step is reviewed and accepted. The reviewer is never the person preparing the project.
Data confidence assurance
Every published figure is classified, and classifications are reviewed independently of the team that produced the figure.
Claims review
Statements about approval, financing, partnership or participation are checked against documentation before publication.
Conflict declaration
Interests are declared and recorded before engagement, and reviewed when a party’s role changes.
Access control
Data room and deal room access is granted per user and per folder, for a fixed period, with a retained audit history.
Audit trail
Record changes, access and decisions are logged so any published state can be reconstructed.
