Connectivity is concentrated in the largest urban centres, and secondary cities have limited redundancy, so a single fault interrupts service across a wide area. Institutions will not place critical services on a network they cannot rely on.

Technology & AI: the approach
Build redundancy before raw capacity, since redundancy determines whether institutions will depend on the network. Artificial intelligence is applied where a practical use case and a maintained dataset already exist — agricultural advisory, transport optimisation, energy analytics — not adopted as a general capability.
