What currently constrains the sector
Distribution losses reduce the volume of treated water reaching consumers, so treatment capacity increases deliver less benefit than expected. Wastewater and stormwater systems are separately constrained, and in dense urban catchments the two compound each other.

Water & Sanitation: the approach
Assess loss reduction before new treatment capacity — it is generally the lowest-cost source of additional supply. Wastewater and drainage are programmed by catchment according to assessed flood and public health risk.
