What this stage is
Operational is the last rung, and the only one whose evidence is about performance rather than preparation: a commissioning certificate, and reported operating performance. Reaching it is not the end of the record. A project's value is what it produces in service, measured against the baselines set during preparation — which is why the objectives written at concept stage are kept on the record rather than replaced once the asset exists.
No initiative has reached this stage. Status follows readiness, and readiness advances only when the evidence for the next step exists. An empty list here is an accurate statement of where the portfolio stands, not an omission — and it will stay empty until a record holds the evidence named below.

Every record in the registry sits on the NBP-0 to NBP-10 ladder. A project moves up a rung when it produces the evidence that rung requires — never because a date has passed or a decision has been announced.

A project arrives here from Under Construction, and only once it holds the evidence NBP-10 requires. There is no stage beyond this one. What follows is measurement, reported against the baselines set during preparation.
