Boundaries
- The assistant answers only from records the requesting user is authorised to see.
- Restricted material is never surfaced, and its existence is never disclosed indirectly.
- Generated documents are drafts requiring professional validation, and cannot advance a readiness gate.
- The assistant does not declare a project necessary, viable or fundable.
- Every answer cites the records it drew on, so it can be checked.

Each answer is scoped to the requesting user’s permissions and cites the records it drew on. A user who cannot see a record receives an answer computed without it — not a hint that it exists.
Preparation copilot

Every generated document carries that label, permanently. A draft cannot satisfy a readiness gate: gates require evidence produced by a qualified professional, and a generated document is a starting point for one, not a substitute.
