Role-scoped sector workspaces
Twelve workspaces, each carrying the same eight sections so that a user moving between sectors finds the same structure.
A workspace shows only what the user’s role permits, and only what the owning authority has chosen to share. Scoping is enforced server-side: a workspace is not a filtered view of everything, it is a boundary.

What a workspace does not do
The question an authority asks before joining a shared workspace is never what it will be able to see. It is what everybody else will be able to see of it, and who decides. These are the four answers.
It does not take custody of your data
Each authority remains the controller of its own records. A workspace displays what its owner has chosen to share, at the granularity the owner set, and the sharing can be withdrawn. Nothing is copied into a central store that outlives the decision to share it.
It does not merge mandates
Coordination is not consolidation. A workspace shows two authorities the same programme; it does not give either one authority over the other’s decisions, and nothing in it can approve anything on an authority’s behalf.
It is not a filtered view of everything
Scoping is enforced on the server, not by hiding rows in a page that fetched them anyway. A record outside a user’s boundary is never sent to their browser, which is the difference between a permission and a presentation.
It does not read silently
Access to a shared record is logged against the reader and visible to its owner. An authority sharing data can see who opened it and when — a workspace where access is invisible is one where sharing has to be taken on trust.
