Accountability is recorded by function. Named appointments are published once they are confirmed — never before.
Individual leadership profiles are not published here yet. Naming people before their appointments are confirmed would misrepresent the organisation to the governments and institutions it seeks to work with — precisely the kind of claim this platform refuses to make. What is published is the accountability structure: which function owns which decisions.
This is not a placeholder awaiting better news. A development platform is judged on whether its claims survive checking, and the first claim anyone checks is who is behind it. An organisation chart populated with advisers, associates and people in discussion reads well and collapses on the first phone call. The structure below is what exists today: the functions, what each may decide, and — the part that actually constrains anyone — what each is barred from deciding.
How an appointment gets published
Four conditions, all of them, before a name appears
Stated in advance so that the absence of names is legible as a rule being followed rather than as information being withheld.

Appointment confirmed
A signed engagement exists between the individual and NBP. An expression of interest, an advisory conversation or a letter of intent is none of these things.

Function assigned
The appointment maps onto one of the functions below, so a reader can see which decisions the person actually holds rather than inferring it from a job title.

Interests declared
Directorships, shareholdings and prior engagements relevant to the sectors the function touches are recorded with Assurance before publication, not after a question is asked.

Consent given
The individual has agreed to what is published about them. Personal data is withheld by default under the same transparency rule that publishes project status.
Accountability
Eight functions, and the limits on each
The right-hand column is the one that constrains anybody. Almost every failure of integrity in project development is a function marking its own homework — preparation deciding it is ready, investment deciding what may be claimed, delivery deciding whether delivery went well.
Strategy & Diagnosis
Appointment pending
Maintains the diagnosis and the sector strategies derived from it.
Decides
Which constraint binds in a sector, and therefore what should be sequenced first.
Cannot decide
Advance a project up the readiness ladder. Strategic importance is not evidence, and a priority is not a feasibility study.
Project Preparation
Appointment pending
Takes concepts through the readiness ladder and holds the evidence at each step.
Decides
Whether the evidence a rung requires exists, and what work is outstanding.
Cannot decide
Classify its own output as investment-ready. That classification is Assurance’s, precisely because Preparation has an interest in the answer.
Commercial Structuring
Appointment pending
Determines delivery, ownership, risk allocation and financing structure.
Decides
Who carries which risk, and on what terms a partnership would be viable.
Cannot decide
Commit a public authority to anything. It proposes structures; the authority with the mandate approves them.
Investment
Appointment pending
Records mandates, prepares opportunities and manages expressions of interest.
Decides
Which prepared opportunities match a recorded mandate, and why.
Cannot decide
Publish a figure, a return or a participation that Assurance has not confirmed against a source. Matching is discovery, never advice.
Delivery

Supports procurement, construction oversight and commissioning.
Decides
Whether a milestone has been met against its contracted definition.
Cannot decide
Change a milestone definition after the fact. A baseline that moves to meet performance is not a baseline.
Impact & Measurement

Defines indicators, holds baselines and reports outcomes against them.
Decides
What is measured, how, and against which verification source.
Cannot decide
Report an outcome without naming who verified it. An unattributed indicator is an assertion.
Technology

Operates the registry, portals and interoperability infrastructure.
Decides
How records are stored, versioned, audited and made available.
Cannot decide
Alter a record’s content. It runs the ledger; it does not write the entries, and the audit chain exists so that this is checkable rather than promised.
Assurance & Compliance

Reviews claims, data confidence classifications and conflicts of interest.
Decides
Whether a claim may be published, and at what confidence level.
Cannot decide
Prepare, structure or market the projects it reviews. A reviewer with delivery targets is not a reviewer.
